Civic Center Project Update
With a cost of just over 19 Million dollars the Civic Center slated for St. Stephen is in it's final stages.
The Environmental Assessment has been completed by the Town Of St. Stephen and is awaiting Federal approval.
Chief Administrative Officer John Ferguson tells Tide News they are near the end and a construction start date has been sent to Infrastructure Canada for mid November for the demolition part of the project.

The St. Croix vocational center will be closed on tomorrow to show their respect to the Purcell family in the loss of Jim Purcell.

Local Artists Set To Emerge Into the Limelight
They are said to be he roots of a new generation of music here at home. All four of them are just starting their musical careers, releasing their debut recordings and all four of them are certainly creating a big buzz provincially and nationally.

Missing Person
Saint John City police are looking for your help in finding a man who has been among the missing since earlier this month. He's 24 year old Donovan Campbell-Bentley who was reported missing October 15th from his apartment in the north end.

Dexter Construction Reminds Hunter's Of Safety
With Hunting season now upon us Dexter Construction is reminding hunter's that they are carrying out construction activities along the new Route 1 Gateway Highway from Waweig to Lepreau.
Officials tell Tide News the area is their work place and in the interest of their worker's safety they want Hunter's to respect the legal distance for the discharge of firearms near the construction site.
Last year, just over 5000 of the animals were shot and killed and officials with the Department of Natural Resources expect close to 6000 will be harvested over the next month.

Death Of A Saint Andrews Man
Fredericton City Police say foul play is not suspected in the death of a 21 year old Saint Andrew's man.
Andrew Bartlett was found dead in a south side apartment over the weekend.
Constable Rick Mooney says they got a call around 5 am on Sunday and upon arrival found the deceased, Andrew Jason Bartlett, who was attending St. Thomas University.
The Funeral service will be held on Thursday in Saint Andrews at The All Saints Anglican Church at 3:30 pm.

Forensic Nurses Week November 8th through November 12th
Governor Baldacci has proclaimed November 8th through 12th as “Forensic Nurses Week.” for the state of Maine.
The Attorney General’s office houses the State’s Sexual Assault Forensic Examiner Program better known as SAFE provides training and technical assistance for healthcare providers who have suffered sexual assaults, and in the use of the Maine sex crimes kit for collection of evidence.
In Maine over 150 Sexual Assault Forensic Nurses provide specialized care for victims of sexual violence, domestic violence/abuse, child abuse and neglect, and elder mistreatment.
Greater awareness of Forensic Nurses and their work ensures communities will utilize their services to prevent, mitigate, or intervene following acts of violence.

A group of people have formed a group in the area call Atlantic Coalition For Aquaculture Reform this after the disappointed with the failure of provincial and federal governments to effectively regulate the aquaculture industry.
The group says the government is failing to protect the marine environment and fishing economy.
The group tells us questions are being raised with the sea lice in the salmon cages with the use of the pesticides.
Matthew Abbott, Coordinator for Fundy Baykeeper based in St Andrews says the aquaculture industry is threatening the marine ecosystem.
The growing presence of aquaculture in the waters of Nova Scotia greatly concerns fishermen and citizens around the province.

Halloween Date Changed For The Village Of McAdam
The Village of McAdam will be changing the date of Halloween so it so it doesn't interfere with the Christian Worship in the Community.
Mayor Frank Carol and Council made this decision at their last council meeting.
St. Stephen , St. George Saint Andrews and Blacks Harbour will keep Halloween On Sunday.

Deer Hunting Season Starts Today
Starting today, deer hunters hit the woods around the Province. Last year, just over 5000 of the animals were shot and killed and officials with the Department of Natural Resources expect close to 6000 will be harvested over the next month.
Those who hunt deer with a bow have been in the woods looking for a deer since the fourth.
The deer hunting season with a rifle runs until the 20th of next month.

Cupe Calls For A National Inquiry
Canadian Blood Services unions from across the country are calling for the Federal Health Minister to call a national inquiry.
They want a deeper look into the decision by Canadian Blood Services to re-locate it's production lab in Millidgeville to Nova Scotia.
Cupe Rep Mike Davidson says it is a concern when CBS officials say the move was made to save money when CEO Dr. Graham Sher makes over $671,000 dollars a year which includes an over $141,000 pay increase over the past three years.
Davidson adds any inquiry should also have the Federal Health Minister ask CBS how it can ignore the Provincial Medical Community and it's wishes.

Downey Ford Structure Fire
Fire fighter got the call early this morning to respond to a fire at Downey Ford. Tide news has learned that extensive damage has been done to the body shop and two cars were damaged.
The Fire Bell was sounded just before 6am with smoke reported coming from the building. Police and fire remain on the scene today.

Body Found On The Beach
A body has been found on a beach on Grand Manan. Someone was walking along the shoreline Monday when they found the remains.
The body is at the Regional Hospital as forensic tests try to figure out who this person is and what the cause of death is.

Business Recognition Dinner & Awards
The 20th Annual St. Stephen Chamber of Commerce Business Recognition Dinner and awards were held Wednesday night at the Milltown Legion. The 2010 Business of the year was awarded to Humphreys Funeral Home.
The award for New Business of the year went to Bistro on the Boulevard.
Other awards handed out last night was Young Entrepreneur, which went to brothers Troy and Jody Weeks of Apple Auto Glass and Tammy Smear won the award for Female Entrepreneur of the year for her businesses the Canoose Outpost and the Time Out Canteen.
The guest speaker at last nights dinner and awards was Curtis Malloch, MLA for Charlotte - Campobello.

Missing Moncton Man
Codiac Regional RCMP is releasing a new photo of 44-year-old Fred Byram of Sainte-Anne-de-Madawaska, N.B., who has been missing for almost two weeks.
Mr. Byram was last seen around midnight on Thursday, October 7 as he was taking a taxi at the Rocking Rodeo on Elmwood Drive in Moncton. Mr. Byram has not been in contact with any of his family or friends since then. This is out of character for him.
Mr. Byram is 5'10 tall, weighs 170 lbs, has brown eyes and salt and pepper hair, and was last seen wearing a white T-shirt and blue jeans. He has tattoos on his arms and a gap between his upper front teeth. At the time of his disappearance, he had a few days of facial hair growth.
Anyone with information on the whereabouts of Mr. Byram is asked to call Codiac Regional RCMP at 506-857-2400 or Crime Stoppers at 1-800-222-TIPS (8477).

RCMP Seize Three Kilos Of Cocaine In Moncton
RCMP taking three kilos of Cocaine off the streets in Moncton after a drug bust at a bus terminal last week in Moncton.
Shane Gibbons from Toronto man was arrested in connection with the seizure, and charged with possession for the purpose of trafficking.
Gibbons has been remanded for a bail hearing, and is scheduled to appear in Moncton provincial court on October 22.

Dr. Paul Van Buynder says the 2010 vaccine will protect against three strains of the flu, including H-1-N-1.
It's free to adults with chronic health conditions, pregnant women, seniors, children and residents of nursing homes or special care homes.

Garbage Pick Up
FERO Waste & Recycling Inc. is under contract to The Town of St. Stephen for residential garbage collection. The agreed collection day is Tuesday and any change in day is subject to Town approval. However, FERO unilaterally gave notice of change in the Milltown Heights area for pick up on Mondays.
This change is not authorized by the Town and FERO has been notified that the Tuesday pick up day must be continued.
Residents are advised that the Town will make the necessary arrangements to ensure garbage is collected on Tuesdays.

To mark the week, the Senior and Healthy Aging Secretariat will be distributing new information sheets covering such topics as the aging process, older drivers, fall prevention, tobacco-free living, and medication use.

Historic Day For Campobello

A-T-V Fatality
The RCMP in St. George reporting a 22 year old man from Campobello is dead after an A-T-V crash over the weekend in Utopia.
Police say the A-T-V left the road and the driver was thrown off the vehicle. Alcohol is believed to have been a factor and the name of the victim has not been released.

Fire At Irving Pulp And Paper
Nobody hurt after a fire at Irving Pulp and paper late yesterday afternoon.
Saint John crews arrived just after 5:30pm at the West-Side mill to find a smoldering blaze under the skirting of a training trailer.
The flames were quickly brought under control and no word on how much damage was caused.

The Premier's new Energy Commission wants to hear from as many people as possible as it spends the next six months cobbling together a new energy policy for the province.
So claims one of the better known members of that Commission, the former Minister of Energy and Finance, Jennot Volpe.
He tells Tide News there's one key question on his mind going in and that is how can the Province be more efficient in producing power and set up the best model for both the Province and rate-payers.
Volpe is confident the problem of NB Power's debtload can be overcome. He maintains it was worse back in the early 90's after Belledune was built.

Former Saint John Fundy M-L-A Stuart Jamieson says it's been a thorne in his side -- now -- it appears the province is trying to find a solution.
Jamieson tells Tide News car rental agencies have been using vehicles registered in Nova Scotia translating to a loss of revenue for the province.
A spokesperson for the Department of Public Safety tells us the province is confident a solution similar to what's in place for commercial vehicles will work -- that system sees the commercial vehicles registered in one jurisdiction with the registration revenues shared between provinces and states based on actual miles travelled in each jurisdiction based on company records.

Storm Conditions Cause Power Outages
Police are cautioning motorists to be a little more careful on the way home this afternoon.
The wind and rain combined with the falling leaves are making for some slick driving conditions.
RCMP say the possibility of hydroplaning is high with the water on the road and around town some storm drains have become clogged with leaves causing water to build up.
NB Power crews crews have been busy trying to restore Power to Tower Hill, Saint Andrews, Blacks Harbour and Pennfield. They do tell us they expected to have power restored by later tonight.

Great Canadian Dollar Store Opens For Business
The newest store in St. Stephen opened it's door this morning at 9 AM. The Great Canadian Dollar store has moved into the Old NB Liquor location beside the St. Stephen Superstore.
This morning locals braved the wet and windy weather as they lined up outside to to be the first thru the doors.

Deer Island Ferry Update
The Department of Transportation district officials in Saint John now advise that the Deer Island Ferry service will operate under normal circumstances with two vessels running between tomorrow until Monday.

For anyone that uses the Deer Island Ferry, here is notice that the wait to use the service could get longer starting tomorrow. There will only be one vessel on the water starting tomorrow until Sunday.
The Deer Island Princess II ferry, which has a capacity of 24 cars, will be operational and shuttle back and forth between six in the morning and 10:30pm every night.

Sometime last night a lobster fisherman from Campobello, discovered a theft of his lobster traps, which had been secured on a skow, anchored at Head Harbour were stolen.
There were about 90 traps at about $40 dollars each. Anyone having any information concerning this theft are requested to contact the Campobello RCMP at 752-2211 or 466-7030 or Crime Stoppers at 1 800 222-8477.
Anyone providing information will remain anonymous and may be eligible for a cash award, should the information provided lead to the arrest of the person(s) responsible for this theft."

Governor John E. Baldacci has signed an Executive Order that will help to facilitate school-based vaccination clinics in Maine.
The Executive Order protects school districts and other vaccination clinic participants from liability and from liability for approved health care workers who administer the flu vaccines. The Executive Order shall expire on February 28, 2011

St. Stephen Elementary Goes Nut Free
You may want to take a second look at the labels when buying school snack starting Tuesday. St. Stephen Elementary School will become a total Nut Free Zone. The School is the last Elementary school in the Province to become Nut Free.
This measure is necessary to provide the safest possible learning environment for all the students.
Officials at the school says that they do have students in their school that have severe and life threatening allergies to nuts.
They say that it is critical that they do all they can to protect these students.

Halloween Is Staying On Sunday
Even though most people are still trying to find the right costume, some communities around the country are still fighting over what day Halloween should be celebrated on.

Dumpster On Fire
The St. Stephen Fire Department was called today at 12:20pm for a Dumpster Fire behind the St. Stephen Provincial Building at 41 King Street, St. Stephen.
No one was injured and firefighters quickly put the fire out.

Gas Prices On The Rise
As we head into the long weekend gas prices have risen after the weekly setting with the maximum price that can be charged for self serve regular and diesel rising by more than 4 cents a litre.
A litre of self serve regular is selling for 101.5 around town today. Propane is also up by just over a cent and there has been a rise of almost five cents a litre for heating oil with the maximum price at 95.1 cents.

We've Got Your Back
A local Church plans to make a difference in the lives of students in St. Stephen and Charlotte County with the launch of their new program "We've Got Your Back.
Garth Williams of The Union Street Baptist Church wants the public to be aware of how many students are going hungry. Williams tells Tide News they are working on a partnership with local Schools and business in the area.
Williams says during the week hungry children can get fed thru the breakfast, snack and lunch programs thru the schools but it's when they go home for the weekend that they go hungry.
The Church and it's partners are looking to fill back packs for those kids to take home. How it will work Williams tell us is that on a regular basis the schools will identify the children who need the food the most.
Members of the church will fill a back pack to send home with the kids over the weekend and then they kids will bring the empty back packs back to the school to be picked up by members of the church to start the process over again.
Williams says they figure they can fill a back pack for about 10 dollars a week and are launching about 21 back packs as early as next Monday.

HMS Bounty Docks In Saint Andrews For Thanksgiving Weekend
If your headed to Saint Andrews this weekend expect to see plenty of people in Town as The tall ship HMS Bounty will be docking at the wharf on Friday.
The ship was originally built for MGM Studios movie Mutiny on the Bounty. A number of events have been scheduled around the visit of the vessel including free movie's at the W. C. O'Neil Area over the weekend.
A wharf-decorating party is planned for tomorrow morning. You can expect to see a around 70
life-sized scarecrows from Summerside, PEI which will be lined up along the wharf.
The vessel will be escorted into Saint Andrews Thursday at 2 in the afternoon by the Jolly Breeze.
There will be a special farmers’ market taking place over the weekend along with musical entertainment with numerous local musicians s to perform.

The first episode of the Lumberjacks television series featuring this summer’s International Lumberjack Championship here will be aired on TSN Saturday at 12 noon.
The producer and host of the Lumberjacks TV series and supervised the filming of the competition held as part of the International Homecoming Festival. St. Stephen was chosen as one of four locations throughout North America where lumberjack were filmed for airing on TSN.
The Show was co-hosted by our own lumberjack, Rod Cumberland.
The show will air the 9th 16th and the 23 of October.

Blacks Harbour Looks For Community Input
The Village of Blacks Harbour will be looking for community input in the coming weeks as they update the Rural Plan. This Plan is a document that sets out long term objectives and policy to guide future development in the Village.
The Village is launching their Rural Plan Update this weekend, by hosting a community BBQ at the park on Main Street rain location will be at the Village office.
The BBQ will take place Saturday, October 9th from 11:30am to 1:30pm; drop by anytime to grab a bite, learn more about the project and find out how you can get involved. A $2 donation is encouraged; proceeds will go to Cans for Kids and the Food Bank.

Cooke's Plans to Build New Fish Plant
A Company in St. George is giving hope to the Municipality of Shelburne Nova Scotia that a 150 million dollar fish plant will be built there.
Cooke Aquaculture has three possible locations in the province and the proposal includes a year-round, 24-hour processing facility for fish harvested in Nova Scotia.
Shelburne official Kirk Cox says municipal representatives recently traveled to the St. George site to tour a processing facility.
He says senior officials from the company are now planning to visit the municipality in a couple of weeks.

A follow up today from The Department Of Transportation as to the construction of the Route One Gateway Project.
In light on recent events that lead to the halt of construction in the Pennfield Ridge Area where Archaeological content from found by the Department of Transportation.
Communications Director For The Department Of Transportation Jean Bertin tells Tide News the area is still closed to construction. The artifact's were found in the bedrock and Archaeologists from the Province are are site conducting their own investigation.
Bertin says this has not put the project behind as Dexter has concentrated on other area's of the project . Bertin reminds people to respect the area and that time is needed for the evaluation. The Archaeologist's are in their second week of their field study and anticipated to be there another week to ten days.

Election Recount today For Saint John Harbour
Today's the day for the recount of ballots in the riding of Saint John Harbour.
Conservative Carl Killen won the seat by just nine votes over Liberal Ed Doherty in last week's provincial election.
It's the only recount following the election that gave David Alward's Tories a commanding majority of 42 seats in the 55-seat legislature.
The recount is automatic because the margin of victory was under 25 votes.

Walk Cause We Care Held Over The Weekend
The 8th Annual Walk Cause We Care has held in three communities in Charlotte Country on Saturday. The event raised $70,144 and still counting.
Carol Stewart, one of the organizers of the event says she thanks all the walkers, sponsors and supporters and volunteers from St. Stephen, St. Andrews and St. George.
Stewart says without everyone's help, they would never be able to generate funding to this extent for Charlotte County Cancer.

Two Fire Calls Over The Weekend
The Musquash Fire Department responded to an accident Friday afternoon after a car rolled over and landed in the median near the Lepreau exit. One person was taken to hospital.
With the kick of to Fire Prevention week on Saturday firefighters responded to a vehicle on fire in the Thompson Subdivision in Musquash.
A van which was parked in the driveway of a home was found heavily involved in fire. Firefighters used foam to knock down the fire. Damage was contained to the van and the cause has been deemed as accidental.
The photo was taken by Firefighter Neil Galbraith. It shows Lt. Grady Curtis and Firefighter Mike Mersereau checking for hot spots after extinguishing the van fire.

Another Scam Making The Rounds
Another scam is making the rounds and Rothesay Regional Police are throwing up the warning flag. Officers tell us they are investigating an incident where someone called a home in the Kennebecasis Valley and said they were a representative of Microsoft.
They then asked the home-owner to go to their computer as there was a problem with their Windows support system.
The questions then got more personal and the home-owner asked for a phone number to call them back.
The number was bogus and the home-owner then called police. Rothesay Regional Police remind everyone to NEVER give out personal information over the phone.

Search For Answers On Missing Fishing Vessel
The search for answers continues for the family of Harold and Corey Cossaboom.
The fisherman's vessel "Whole Family" went down off St. Martins back in February and the boat or their bodies have still not been re-covered.
Trish Green is Corey Cossaboom's sister and says a day doesn't go by she doesn't miss her only brother.
Back on March.19th, the family was told the Coast Guard would make the vessel "Mathew" which is equipped for this type of search available but a week later, an official with the Department of Fisheries called to tell them quote, sending the vessel would be a waste of taxpayers money.
Recently, a scallop dragger the R.L.S out of Digby sank in the same area and the family believes there has to be something in the area causing this to happen.

An 11-year-old boy reported missing from St Stephen has been found.
The boys' family had reported that Shane Jeffries had not been seen since 6:30 p.m. Tuesday near the St. Stephen Middle School.
RCMP said today the boy has been located. They did not release any other details.

St. Stephen RCMP are asking for the public's held in finding an 11 year old missing boy. Shane Jeffries has not been seen since around 6:30 last night in the Area of the St. Stephen Middle School.
He is described as about 4 foot 1 with blond hair and of medium build. His family tells Tide News he was last seen wear a blue T-Shirt , Blue Jeans and white sneakers.. If you have seen this boy contact the local RCMP at 466-7030.

Rick Doucet Takes The Seat For Liberal In Charlotte The Isles Riding
It came down to 890 Votes between the top two candidates in last night Election. Liberal Rick Doucet takes with 3176 votes followed by PC Sharon Tucker 2286 votes.
Premier Shawn Graham is back in the legislature but he'll be losing a lot of Liberal company as his party moves into the opposition.
Several of his cabinet ministers lost their seats.
The Liberals are elected in eight and leading in seven ridings -- less than half of the 31 seats they held going into today's vote.

Malloch Takes Top Spots In Charlotte Campobello
The Conservatives have doubled their seats in the legislature in a landslide election victory over the Liberals.
PC Curtis Mallach took the top spot last night with 2980 votes beating out Liberal Annabelle Juneau by1464 votes.
The Tories under David Alward were victorious in 42 ridings while Shawn Graham's Liberals took the remaining 13.
Alward admits the result was both an acceptance of his party and a verdict on the last four years of Liberal rule.
Graham says he expects to step down as party leader, but he'll remain as the member for his riding for the time being.

Trevor Holder defeating Liberal Dan Joyce to keep the riding for the Conservatives.
Holder says he is looking forward to being on the government side again having served as a cabinet minister under then Premier Bernard Lord.
Holder goes on to say he feels good because he thinks the win is about building a better community and being on the government side is a better place to accomplish that.
He believes voters want a government that is focused on health care, poverty reduction, education and the provincial debt.

Saint John Lancaster Conservative M-L-A Elect Dorothy Shepherd
A West side business owner is responsible for another of the city's biggest upsets.
Dorothy Shepherd beat longtime Liberal M-L-A Abel Leblanc, who had won two consecutive terms, to win Saint John Lancaster for the conservatives.
Shepherd says it's an exciting victory. Shepherd is thrilled with a conservative majority saying she found a lot of voters were undecided at the door with the big concern being property assessments.

Dr. Jim Parrott defeated former Energy minister Jack Keir in Fundy- River Valley by a sizeable margin.
Dr. Parrott, a renowned heart surgeon says the support was incredible especially since he was out of commission with a foot injury and couldn't really campaign door to door.

Killen says he realizes the numbers mean an automatic recount but tells us this is the most interesting and challenging riding in the province because there are so many people who feel despair and a sense of hopelessness.
Killen says his experience in municipal politics is one of the reasons why he decided to run provincially because he found out civic politicians have very little power to change policy when it comes to the big issues.

The Conservatives, led by David Alward, will form the next provincial government with a substantial majority.
That sends the Liberals under Shawn Graham to defeat -- giving them the dubious distinction of being the first party in the province since Confederation to be beaten after only one term in office.
As vote-counting continues, the Tories are elected in 15 and leading in 23 of the province's 55 ridings.
The Liberals are elected or leading in 17.
For The Riding Charlotte Campobello Progressive Conservative Curtis Malloch is taking the lead with 1160 at this time but things could change as on 28 percent of the votes tallied. Liberal Annabelle Juneau is taking second with 528 votes.

The People's Alliance of New Brunswick, an upstart party, has candidates in 14 ridings.
When the election was called, Premier Shawn Graham's Liberals had 31 seats and the Conservatives under David Alward had 21.

Illegal Smokes Off Saint John Streets
8000 contraband cigarettes and a large amount of cash have been found at a home on the West-Side. Saint John Police and RCMP got into the home earlier this week and arrested a 78-year old man.

Local Man Dies in Bike Crash
RCMP were called to Boundary Street last night to respond to a collision between a bike and a vehicle around 10. The driver a local man from St. Stephen was pronounced dead at the scene.
The passenger suffered serious injuries and he was transported to the Saint John Regional Hospital.
The driver of the vehicle was uninjured.
RCMP tell us it appears the motorcycle was traveling West on Milltown Blvd, at a high rate of speed, as it approached the intersection with Boundary St. A vehicle traveling East on Milltown Blvd, West of the Boundary St intersection, was in the process of turning left onto Boundary St, when the collision occurred.
Police, Fire and Ambulance services responded to the scene. An RCMP Traffic Collision Analyst, from Fredericton, attended and conducted an analysis of the scene. Speed has been confirmed and alcohol is suspected as being contributing factors.

People's Alliance Release Education Plan
The People's Of Alliance released their education plan this morning at the St. Stephen High School. Party leader Kris Austin along with Charlotte Campobello Candidate John Craig were on Hand to speak to the students.
The Party would like to see the education system include re-introducing trades in the High Schools among other things the party's platform consists of free vision screening and a push for a settlement with teacher's assistants.
Austin tells the point they are trying to make as a new political party the People's Allianceare everyday people that are fed up with the way politics and government is run in New Brunswick.

If elected on the 27th, Leader David Alward says his party will make changes to the moose hunting season and give more people to take part.
Alward says there are some people who haven't had their name drawn in ten years and that is not fair. The Conservative Party is also pledging to increase the catch limit of trout from five to ten.

A new programme has been completed in partnership with Saint John airport to better enable taxi drivers to be tourism ambassadors for the city.36 cab drivers, dispatchers and managers have completed the first customised taxi driver customer service programme in the province.

That means they have to be able to answer questions about what there is to do and the best places to stay and eat at. Robichaud also says their cabs have to be clean as well.
It's estimated tourism spending by visitors in Saint John exceeded 246 million dollars in 2008 with the number of passengers flying into the airport increasing for three consecutive years.
